Amerikanske Graeme Wood rejser til Rusland og forventer at møde resterne fra det faldne Sovjetunionen med alle dets dertilhørende problemer. I stedet må han konstatere, at Moskva er en moderne, tillokkende by, og at landet – på visse punkter – synes foran USA. Wood ved godt, at han sandsynligvis bliver narret af Putins potemkin-paradis.
